So it appears that maybe your page is to small also if you selected 8.5 x 11.

With my smaller image part of the border was missing since I selected to have a page border as well

Here's better instructions to create a page border to see if it missing on your printed image.
Choose the Appearance Tab
Select Page Icon (4th from left)
Make sure No Page Border does NOT have a Check
and select any border type

than create a Chart that is only one page and see if the border is missing.

I tried it. At your step called "Select a Page border from apperance section" I neither knew how nor desired a Page border. It came out 8.25 x 10.81.

    Yes In Charting program
    Under Page Setup
    I have Epson Photo 750
    Size Letter 8.5 x 11
    Portrait
I Then can reproduce with sample database file just select Asa
Brown for a 1 generatoin chart.
Select one Generation so you don;t get multiple pages
Select a Page border from apperance section
    Publish to PDF and view
Then in Adobe Pro I select properties and it shows image is only
    8.27 x 10.33 in
And borders are missing on bottom and right side. When you try this what size does your PDF View report? Does your PDF have all borders? Maria

I created a one page PDF and was expecting to see a
            8.5 x 11 pdf produced.
*********** What I received was a PDF with the size 8.27 x
            10.33 in. ********************

Have you got the right page size selected in Page Setup on the
        File menu?
