I am afraid that I cannot offer an explanation. I have just checked my Family 
Group Pages website, and the number of individuals in the Surname List agrees 
with the number given on the Legacy home page. 

I see no reason why the number in the Legacy Home Page should differ from that 
in Legacy General Information, indeed I would be amazed if it did, but have you 
had a look?
