No, The User ID is not automatically filled in when you add new people.
The Options > Customize > Other > Custom User ID process has to be
re-done if you want to populate empty User IDs for added people.
There is an option to only update those with blank User IDs so
previously assigned User IDs will not be affected.

I seem to be one brick short today. I didn't realize that people use
RIN's for filing systems, but if you do apparently it's already possible in Legacy to have the RIN's put into the User ID fields with a single click of a button.
