Options > Customize > Other tab.

No, it wouldn't automatically add the RIN to the User ID field when you add
new individuals. You can select to fill in blank User IDs so after adding a
number of individuals, you can add the RINs to the User ID fields.

Or you can just add the RIN as you're entering the data in the Individual's
Information edit window.  If you have RINs showing (Options > Customize >
View), then when you add a new individual, at the top of the Individual's
Information window you'll see the RIN in square [brackets].

BTW, the User ID is shown in curly {brackets}
