I'd disagree because there are no births to be in the past tense, the couple are very much in the present and will never have children so 'have' seems better but I can see your point. Maybe an extra wording option on the marriage screen would be the way to go, then it could be done for some as required. The birth would be past tense and so is "had". I think the Legacy programmers thought this through and correctly.
