Not necessarily... If Outlook Express is running in the task bar and
you double click the Icon on the desktop then another copy is not
started but the one in the task bar is brought up, so it would seem
that Legacy could do this too. I wouldn't want multiple copies of OE
or Legacy to be running either but some programs will allow you to
have multiple copies running which can be a good thing in a lot of
cases.

Double-clicking on the desktop icon tells the computer to start another copy of the program. You shouldn't want to have two copies of the program running
at once.

Actually double-clicking the Outlook Express icon while OE is already running does tell the operating system to open a new copy of OE, but OE intercepts the command and prevents it from being carried out.

You are right, though. They could make Legacy do the same thing if they wanted to.

You wouldn't want two copies of Legacy running at once because of the danger of corrupting your database.
