Regardless of what surety people assign to citations, I think the OP's original point is a good one. Instead of defaulting to a global setting, it would be better if you could set a default on a per Source basis. For example, I always override my default surety (3) when I use census data and set it to 2.
Just thinking out loud ... maybe the Source Type should also come into play? P.S.
