Margaret, You should be able to open .mht files with your internet browser. I have saved some web pages in that format. Try to double-click the file and see if it opens in your browser. You won't be able to import to Legacy but at least you should be able to view it.
Maybe the person who sent you the file could try to create a new one for you. I think that somehow they did not export to a GEDCOM but to a web page.
