Probably, but more likely to be a combination of GR and Legacy and the
differing interpretations of the so-called GEDCOM standard.

When importing a GEDCOM file, Legacy will tell you when it doesn't
recognise a tag from the incoming file and allow you to map it a tag
that it does know. Even when it does recognise all the tags, you can
still customise how Legacy handles some tags.

Since you obviously don't have Access, OpenOffice.org is a good place to
start. And it's free!
