There's no reason for it to be a phone-only program. Howver, it does require Android version 2.1 or higher. I'll hazard a guess that your tablet is Android version 1.6 or so - my (other brand) tablet is 1.6 and won't run Families either.
Just as with Windows, as Android evolves there are new features available in newer versions and programmers often take adantage of the latest available features. This is the same problem Windows users have - there are some great programs for Windows XP that won't run on Windows 98.
