Dennis, what about when a Legacy file or gedcom gets transferred to a website? Will the "probably" still be ignored? Anyway, when I'm not sure of a location, I place a note in the note field adjacent to the location field (i.e. birth, death, marriage). That way the location names don't get duplicated.
