Perhaps what he is asking is when you choose "Export To GEDCOM" rather than Export to Legacy File", what is the difference between:

When you export and create a gedcom file from Legacy as a Legacy file instead of a regular gedcom 5.5, what are the differences? They both become gedcoms, right?
