Contact support at supp...@legacyfamilytree.com and they can enroll you. After a year of trying to connect using the website (including responding to the verification notices) I contacted support and they got it working for me.
Dozens of people (including myself) have complained about the problem to the LUG and to Family Search Legacy Users Group. Legacy seems to feel it’s all working as it should … maybe it is from their computers, but it sure isn’t from many computers.
