Charani: Please explain in plain English the portion of your message remaining
below.

Reason I ask: lots of international emails have characters like ? etc. inserted
into the text in place of original characters. I had always presumed that was
because my email reader could not understand umlauts, accents, etc. Is there a
way to set it up for those characters to appear in their native format?

Your message is showing:

Content-Type: text/plain;
        charset="utf-8"
Content-Transfer-Encoding: quoted-printable

The quoted printable is making the question marks appear as
=C3 =A2 =E2 =82 =AC =E2 =80 =9C when I look at the source and makes my email
client ask to send in UTF-8 rather than Western ISO 8859-1 (I added the spaces
or the coding may not show depending on the charset used.
