The " XPS Document Writer" is a driver so one can "Print to File" making a XPS 
type of document.
This works the same way the older  "Generic Printer" worked to "Print to File" 
making a TXT type of file.

But neither of them are used by a lot of programs that require a physical 
printer.

That's not strictly correct. From the Windows Help on default printers:-

"A default printer doesn't have to be an actual physical device. Depending on 
your computer, you might have the option to send documents as faxes, or to save 
them as PDF or XPS files when you print. To learn more, see Print to the 
Microsoft XPS Document Writer."

 From which, I would deduce that the XPS Document Writer _is_ a printer driver, 
albeit, a not very useful one for Legacy.
