It has been my understanding that before they allow bulk uploads (i.e., more than one person at a time) to FSTree they want to clean up the existing duplications. Since clearly those millions of duplicates haven't been cleaned up in the past couple weeks (while my schedule doesn't permit me time to dabble with it), I'm assuming that restriction is still in place.
