I think the disconnect is that while the note fields are stored as Memo fields in the database which are plain text only, the Notes windows accessed from the Individual Information windows are defined as Rich Text Format. When you paste there, it accepts both text and graphics, but when the info actually gets saved to the database the graphics just get stripped. The data windows for the Note Tab on the Name Index are not defined as rich text. Try pasting your OneNotes there and hopefully they will get converted to plain text (unless the paste just gets blocked/ignored). This disconnect in display vs storage modes also accounts for why you can create bold/italic/underline/tabbed info in the one case, but it is displayed as the control characters in the other place.
I definitely consider this a bug. A given data field should be displayed, edited and stored in consistent manner.
