That is the sort of answer I am looking for from Legacy:
"If the individual does not have a valid birth and death date, they are 
excluded from the statistics."
Or
"If the individual does not have either a valid birth date or a valid death 
date, they are excluded from the statistics.  Those with a valid date in one 
field will be incorporated into the statistics using the lifespan parameters 
you have set in Customize."

What about individuals whose lives cross century boundaries?  Where are they 
counted?
What about individuals born IN 2000?  Ranges are "1900-1999" and "after 2000"...
Etc.
Why yes, yes, I am a numbers nerd. haha
