Also interesting to note that the Legacy2.usr file overrides these parameters 
of the Windows Properties setting of the executable or shortcut icon on the 
desktop.

With Legacy closed, go to Documents\Legacy Family Tree\_AppData\Usr\ and delete 
the Legacy2.usr file.  When Legacy is opened again, a fresh one will be 
recreated and Legacy should then remember size and placement of windows.
