The OP can most likely open the .CFG file using Notepad which generally will 
display everything in a text-like fashion. Yes, you can even open .JPG files 
using Notepad but instead of seeing a graphic, you’ll be greeted with a bunch 
of mumbo-jumbo text. If you look closely at the .JPG in Notepad, you will also 
find the metadata text amongst the other mumbo-jumbo.



Most of the smaller .CFG files are pure ASCII text which means they can also be 
opened in any word processor. But given that the OP’s file is 409 kB, I’d would 
venture to say that it will be non-ASCII text which probably will not open in a 
word processor.

The only file you can open in Legacy is a .FDB file.

A cfg file is a computer configuration file.
