Two genealogy software products - Clooz (developed in the USA) and Custodian
(developed in the UK) - have been available for many years and are event
orientated software.

Each product starts with an event (for example, census, birth, death, or
marriage record, etc). After recording the information about a record from
the event (including source, location, and perhaps a digital copy), you then
identify the people mentioned in that record and any identifying information
about those people such as age, role in the event, etc. The entire record
identifies events and the records associated with the event, with people
identified by their involvement with the event. With Clooz you can even
record information about a building, for example a house and record all the
owners over time.

Oh, you can import a list of people from your genealogy software so you can
easily link already known people to an event and the records from that
event. However, when you 'discover' a person identified on an event record
who is not in your list you can easily add that not previously identified
person.

As for linking that information to Legacy, at least with Clooz you can
export the information about the event and event record, along with any new
people identified, into Legacy.
