Ok, I have a new update on the Legacy 9 install on Parallels 14.

On my iMac which did not have Legacy 9 GR or Legacy 9 Beta installed --

I downgraded from Parallels 14 to 13.3.2 – you just download their install
file for v13.3.2 and reinstall over v14.

Using Parallels 13.3.2:
1. I installed Legacy GR - 9.0.0.226
a. It again stopped about 92% thru the install process and the process
became unresponsive
b. I left the installer process open for about 10 minutes, and it finally
finished the install.
c. Legacy 9 GR is running just fine under Parallels 14.0.0.

Next, I reinstalled Parallels 14.0.0 from scratch over Parallels 13.3.2
1. I then installed the Legacy Beta – 9.0.0.253
a. The install went perfect – no delays during install
b. Legacy Beta 9.0.0.253 is running just fine.

I then went to my MacBook Pro – It had Parallels 13.3.2 installed and had
Legacy Beta installed.
1. I upgraded to Parallels 14.0.0
2. This Windows VM already had Legacy 9 Beta 9.0.0.253 installed
3. Legacy is running just fine.

Bottom line, it is ok for everyone to install Parallels 14.0.0 if they
choose.
Legacy should install and run just fine, just give it some time to finish
the install process if it stops during the install.

Another side note: Be sure to Isolate Windows from the Mac or you will have
problems with file locations that act like you are running Legacy on a
network and it cannot find file locations. Here is how to Isolate Windows
from Mac to exclude Mac OS X influence:

(Virtual Machine > Configure… > Options > Security > check on Isolate Mac
from Windows)
