The broken media links indicate that a file which is currently linked to something in your data (person, event, source etc. See Chris Hill's reply) has been moved or the file name has changed.

Legacy 9 includes a tool to help you find these missing files. It will search your hard drive(s) looking for all the files with the filenames currently used. I suggest you use that tool first to fix as many links as possible.

Go to Tools > Media Relinker
You can use that tool to show a list of all the missing files and where they are used.
Click on "Relink my media" to have Legacy search for the missing files.
If it finds only one copy of a file it will amend the internal links in Legacy to point to that file. If it finds multiple copies with the same name it will present you with a list of the files it found to let you choose which copy should be used.
