On that same screen (Tools/Options/Send), Virginia, right beside where you
clicked the plain text setting, click on the button that says "Plain Text
Settings". When the next screen comes up, MIME will be selected - and that's
okay - but use the pull-down selector by it to choose "None" where it says
"Encode Text Using". That should solve the problem.

For those with MS Outlook (different than Outlook Express), go to
Tools/Options/Mail Format and select plain text. Then click "settings" just
under that selection and choose "None" under the MIME encoding.
