Just thought I would throw in my 2 cents for what it's worth :-)
I'm using Legacy 3.0 Deluxe Build 20/12/2000 with a HP Deskjet 670C, an HP4
and a Canon 4000.  I have Acrobat Reader 4 installed, run Win2000.  I have
had absolutely no problem with creating or launching PDF files and have done
to many times.  When Legacy asks "do you want to view" I just say yes,
Acrobat Reader is launched and the file is ready to view.

I don't think it's a problem with Legacy. Rather with - possibly Win98? - or
the user's setup, or memory resources.

This has been mentioned several times on this list. I have also reported
this
to LegacySupport, but have yet to hear them admit that this is a bug or when
it will be fixed.
