Would it be possible to sort location names with the preposition (at, near
etc.), or adjective (possibly), or preposition phrase (possibly near,
possibly in) *after* the place name (and perhaps put them in parentheses)?
Thus

London,
near London,
possibly in London,

would be sorted in the L's (rather than in L, N and P respectively)
and in the sorted list, might appear as

London,
London (near)
London (possibly in)

I doubt perfection is possible, but to my mind, sorting them all in the L's,
while still keeping them separate, would be the best way.
