The issue is that the application you paste into must be able to receive the type of clipboard object you're attempting to paste. In the case of Legacy, the object copied to the clipboard is a picture (not the text) of a page of a report.
Personally, I never include a report within a note. Instead, I create a PDF file or an RTF file of the report I wish to send and send this as an attachment. The complimentary key stroke to Shift-Ins is Shift-Del. To copy text to a clipboard, highlight it, do Shift-Del (press Del while holding down Shift) to move the next to the Clipboard. Follow this immediately with Shift-Ins to put a copy of it back where it was. Then go to where you wish to paste the copy and Shift-Ins.
