Coming from someone involved in a number of Beta programs (not Legacy) in 
the past ...

There are so many aspects of a program like Legacy that testers could not 
possibly test everything between each release. (Unless, Legacy got upgraded 
once per year after months in the hands of testers.) So, Millennia likely 
put out a new release candidate to the testers with a list of modifications 
to check. However, what can happen sometimes is that fixing one thing 
breaks something else. And the something else that breaks is not always 
predictable. Also, testers may not all be working from the same data file 
thus "testing" a variety of Legacy elements in different ways.
