Create a non-standard event and try again.  Say make up one like "foobar"
and put it on a couple people.  How many show up now?  If too many, do all
have "non-standard" events?

Will Sig is a non-standard event but Residence is a standard.  When I say
standard, I'm referring to the ones predefined by the gedcom folks, it could
be that Legacy's internal data structure mimics how these are handled, and
as a result all non-standard events will end up tagged in this situation.

Just a hunch.
