I'm sorry if this is redundant, came in late -- have you tried Options/Purge Unused in the Location list? And the suggested Check & Repair? Any location, no matter its use, should appear in the Use list; I just made up a dummy location and added it in all available location fields -- personal, marriage, and various events for both. Every instance was found and displayed.
