Great idea!  I created a dummy location called testing and set it to a known
person--baptismal location.
Then I merged the locations.  So far, so good.  However, only the known
person showed up as being linked to the testing location. So I went back and
removed testing from my known person--and I'm right back to where I was
before.  "Testing" shows no records use that location, but when I try to
delete it, I get the message that the location is in use.

It's definitely related to imported data--I set the location as the location
of a marriage record for the same people, and both members of the couple
showed up.  If anyone remembers what the cause/solution was, let me know,
please.  But I'm not going to stress over it further--it's not a big issue
and I can live with it.  It's just that I'm an Elephant's Child, and have to
know Why!

Now I understand what you are talking about! I have several locations in
this category.
For some reason the location is not attached to any individual but Legacy is
confused and
thinks it is. I have not done anything about the problem as it does not
really bother me.
My suggestion would be to merge the bad location into a good location (one
that has just
one specific individual for that location),  run a list and see what you
get.....the 'bad'
location should be purged.

I've done everything you suggested.  I cannot get *any* events linked to
*any* location with the "show list" button.

When I try to show the list for this location I get a message that there are
no records for the location.  But when I try to delete it, I get a message
that the location is in use.  I did find one bad location hidden in an
imported "baptism" event--and I moved the information to the proper place
and deleted the event.  (I tagged all the people who had links to a
similarly named location, and looked through them one at a time until I
found one with a baptism event, which I don't use.)  Unfortunately,  I'm
reasonably sure that the one I want to fix now is linked to a marriage
event--and I can't get those to come up.

I don't think so. Have you tried just deleting the location? Maybe the
location is not being used. If it is being used, attempting to delete it
will
display a warning. So just go ahead and try to delete it.

I would also recommend making a backup and doing a check/repair first.
