Tag the entire database, with an unused tag
Open the SEARCH, choose DETAILED SEARCH
select INDI - LIVING - EQUAL TO - NO
untag everyone in the search results, using the tag you just used

export all individs with the tag to a GEDCOM

Hope this helps.

If you right click on the tags in Family view,
you can untag everyone after you have finished
