Since Legacy already offers the ability to turn on and off exporting
things in double brackets when they are in General Notes, it seems
to me that Legacy should do the same with these double brackets
wherever they occur, in order to be consistent, regardless of the
tag they occur in.
While this may not be a bug in the code, in the sense that the
program is working as intended, it is certainly a design flaw IMO.
