Well you can keep the photos in your Legacy generated text AND add more text if you use a program like PDF Solid Converter which can convert a PDF to Word format - BUT you lose the index accuracy as the codes aren't embedded so you can't easily revise the index - without adding the index codes yourself - and it's probably easier to add the photos.
Version 1 was free on a recent computer magazine CD in Australia - this version didn't work with the format Legacy uses but I trialled version 2 and it did - but I didn't buy it because of the index problem.
There are many programs that will print Word files etc to pdf, some of them free - but I'm not about to add 100s of photos to a 300 page plus RTF document just so I can add a bit of general text. Perhaps I would if I were actually hard copy publishing a book, as I don't expect that process to be fully automated I expect a published book to be a more varied than an automated report.

Generate an .RTF file from Legacy, fix it up as you like in a capable word processor and then save it as a .PDF file. Word Perfect 9 or later does a fantastic job. There are programs available that will convert text to .PDF also, some may even be free.

I rather figured that is the way it is.
It guess I will have to live with RTF, as I do, as you said, like to add addition information to the text, thus prohibiting the pdf format.
