Dee, Go into the To-Do List itself - View > To-Do List for all To-Dos or click on the Individual's To-Do List icon. At the bottom of the To-Do List are a bunch of tabs - that's where you'll find the Filter Options tab, although if it says "Viewing Unfiltered List" then they should be showing up.
Run a File > File Maintenance > Check/Repair and see if that helps. They're stored in your main Legacy Family File (not in another file on your hard drive) so they should be there. If they're not showing up after the check/repair, do a backup of your Family File and email that directly to me at [EMAIL PROTECTED] (not to the list!) Thanks for using Legacy.
