However,  if I go to the GEO location database, select Canadat for the
country, select Quebec for state/province, leave county blank, then pick
Montreal for the city, GEO accepts that for me.

I can't reproduce this. All that tells me is we have something different, I
wonder if it is because my user settings are different? There are so many, I
wouldn't know which ones to share for comparision.

Bob and Ron .. thanks for your responses. It turns out I did not have
all of the Geo databases downloaded. So I downloaded those I didn't have
into the same folder as those downloaded previously, compressed the
files, then closed and restarted Legacy for good measure, but the
problem hasn't gone away.

When I list it as
        Montreal, , Quebec, Canada
The list returns it as:
        Core + = Montreal, , , Canada, , , France
        Core = Canada, , , France

When I list it as
        Montreal, , , Canada
The list returns it the same way:
        Core+ = Montreal, , , Canada, , , France
        Core = Canada, , , France

'tis a puzzlement still!
