However, if I go to the GEO location database, select Canadat for the country, select Quebec for state/province, leave county blank, then pick Montreal for the city, GEO accepts that for me.

So I downloaded those I didn't have into the same folder as those downloaded previously, compressed the files, then closed and restarted Legacy for good measure, but the problem hasn't gone away.
