But we're not talking about leading commas but embedded commas apparently added in the Geo Database for non-existent parts of a location.
Manchester, , Lancashire, England was the example given.


Embedded doubled commas are not removed by the Report Formatting options you mention - and in this case the extra comma is entirely meaningless and simply looks like (and is) an error. Its total purpose is to force English locations into a US straitjacket.
