>From my experimentation with location formats, I've discovered that
they really mean it when they say "Remove one or more LEADING commas".
Embedded commas or trailing commas are NOT removed and the result is
just a very poorly structured sentence.

I have some relatives who were born in The Free City of Danzig, meaning
that there was no applicable county, state, or country.  At that time
Danzig was an entity unto itself.  Entering the location as
     The Free City of Danzig, , ,
results in a sentence that reads exactly as shown above, with the three
commas appearing before the period.

Even locations containing all of the "necessary" subdivisions from the
Geo database, such as
     Frankfurt, , Brandenburg, Germany
will print exactly as they are shown, with the double comma in the
middle of the location name.

Only "incomplete" locations (city/county missing) such as
     , , Illinois, USA
will print correctly using the option to remove leading commas.

It would certainly be nice if that printing option was set to remove all
EXTRANEOUS commas rather than merely the LEADING one(s).

When you print a report, you can restrict the printing of the "empty"
commas by clicking the appropriate box under Options -> Format: "Remove
one or more leading commas from locations"
