There are pros/cons to various methods of data entry related to census information. You may wish to review the census data entry in the sample Legacy database.
In this database, look at Asa Brown's 1850 census event. Here, you will notice that the entire family has been transcribed in the census event notes. Each person that is listed in this record also has this same census event. Pros: this method is extremely helpful when looking at one's chronology. Because the chronology is the foundation for successful research (as explained in "Researching with Legacy: Mastering Events and Chronologies"), entering the complete census information as an event for each person listed is vital. Cons: When it comes to the publishing/reporting of the family, it is a bit repetitive. As I explained in "Researching with Legacy: Mastering Events and Chronologies," as I am researching the families and compiling their chronologies, I will use the General Notes to construct a biography of that person's life. The biography is constructed from the information in the chronology. Therefore, when I publish/report information on the family, I select to include the General Notes, not the events. I would recommend not to mark the census event as private for others because when it comes time to generate their chronology or individual reports, their census information may not be displayed. Again, this method is fully explained in the CD/video. I also prefaced the video by explaining that there are various methods of accomplishing data entry objectives, so what I suggested may not be for everyone. However, it is a method that has worked well for me and others.
