The problem that you are experiencing with the ampersand becoming an underscore could be a VB/Windows API issue. I am getting the same result.
In windows programming the character in the menu/button text to receive the underscore (alt key charactacter) is preceded by the ampersand. To insert an ampersand in the menu/button text 2 ampersands are required. Try placing 2 ampersands in lieu of 1 in the short location name field as a workaround.

I am trying to enter shortened place names in my master location list. The problem is Legacy does not recognise the ampersand symbol; it converts it into an underscore. This is most unsuitable and annoying! Can anyone else replicate this problem or have I found a new bug. I hope that programmers can fix this up, as I cannot do what I want to do until it is fixed.
