On a PC using IE, yes. On Firefox, Mozilla and a Mac, no. Plus that's
not very intuitive.
Technically this is an error in IE; the "alt=" text is supposed to be for alternative text to be displayed if the picture cannot be displayed. There is a separate tag, "title=", which is intended to be used as a tooltip. IE for Windows will show the alt text if there is no title text. The Mozilla/Firefox developers have refused to do this because it blurs the distinction between the two tags -- alt text is supposed to help disabled viewers, who may have speech readers or may be colour blind or have vision too poor to understand graphics items.
I haven't tried creating any web pages with Legacy yet, but I would hope they would create "title=" tags for any text intended as a tool tip.
