Yes you are missing the continuing fact that pictures attached to standard events don't print in reports. One day ...
You can get it to print by attaching to a Marriage Event and choosing to print Marriage Event pictures in reports. I include Family Photos in this way.
Use Event Names that make sense to you. You can write Notes in the Notes section to accompany the photos. You may need to adjust the Event Sentence Definition to match how you decide to use the various fields.
