This subject comes up fairly regularly. There are two trains of thought.

1. Census is an event
2. Census is a source of information

I use the #2 approach with the main event being "residence" that included the 
address/location of the person/family.  If there is a specific street and house 
number, 
I place that in the address rolodex for the residence event. The year of the 
census is 
in the year field, the location in the place field. I sometimes include 
relevant 
information in the description field. Such as, they were a lodger in the home 
of ..... 

Occupation(s) is/are also added based on the census data. I also include any 
AKA's. 
If the census is for a family, I enter the residence in the marriage events of 
the 
couple and include a residence event for each of the children who are living at 
home.

Since the major part of my research is in Norway, living in a different 
location 
frequently means a name change.
