I think the point is - it is just a number and it doesn't matter what it
is as long as it is assigned to the record in Legacy (file ID) so the
actual piece of paper can be found.  I use RIN and MRIN because for me
it works, lazy I know :-) But the lagacy number starts at 1 and ends
whenever, same as any numbering system. 
BUT I don't import into my main file and I don't renumber.  I probably
should also mention that in the actual ring binder is a printed list of
people listed aplabetically with their RIN or MRIN number listed.  It's
easy to quickly spot any changes in the next reprint, have to admit it
is not reprinted too often but as a last resort there is nothing like a
good old back up file as a restore point  I don't overwrite mine just
date then until the reprint of RINs etc

As the man says, renumbering doesn't happen on it's own.

Why depend on luck that the RIN or MRIN never gets changed or reused.

The BEST control of document filing is to assign your own
unique numbering system and

TAKE advantage of the  'File ID' provision provided by Legacy.

Then you control the ID numbers and filing is simple as adding
the next new document in sequence to your cabinet/notebook.
