There has been a lot of talk about how to file paper documents.  Here is how 
I handle this situation which doesn't require using RIN, MRIN, or UserID.

First off, I scan every piece of paper document and photo.  I asign a name 
to this item as follows:

Last-First-YOB.jpg (YOB=Year of Birth.)  (I use .tif for archival purposes 
and .jpg, thumbnail images, for web and attachments in Legacy)
The following are a few examples:

Smith-John-1894.jpg (photo)
Smith-John-1894a.jpg (other photos)
Smith-John-1894a1.jpg (other photos)
Smith-John-1894bc.jpg (birth certificate)
Smith-John-1894dc.jpg (death certificate)
Smith-John-1894mc.jpg (marriage certificate)
Smith-John-1894fb.pdf (Family Book - PDF format for multiple pages and ease 
of sharing on the web)
Smith-John-1894gs.jpg (gravestone photo)
Smith-John-1894gsback.jpg (back of gravestone)
Smith-John-1894will.jpg (first page of will document)
Smith-John-1894will2.jpg (2nd page of will document)

The possibilities are endless with the type of document.  You can name it 
anything after Last-First-YOB (Smith-John-1894xxx.jpg or 
Smith-John-1894xxx.tif).

I then take a plain 5th cut folder and place any of these documents into 
this folder.

I have around 32,000 individuals and so far I haven't had any duplicate 
people (same last name, same first name, and born in the same year.  If I 
do, I will use middle initial of 2nd individual)

With this system I don't have to remember any numbers (except which year a 
family member was born) and I don't have to worry about anything getting 
re-numbered.

I hope this helps someone with their filing system.
