I also have difficulty with non-US locations.

To illustrate my problem, I have the following and need to know which is correct:
Brixton Parish,Plymouth, Devonshire, England
Brixton, , County Devon, England
[and what about Plymouth England?]


Pinkerville,                    , Devonshire, England
Winchester Cathedral,London,,England

and then what about these:
St. Michael, Penkivel, Cornwall, England
, Essex, England
, Cumbemauld, Lenarkshire, Scotland        (1600s)
 Glasgow, Lanarkshire, Scotland                (1600s)
Edinburg, Scotland

Kefenrod,Oberhessen,Darmstadt,Germany

This is wrong, but how should it be:
Wolfenborn,Hessen-Nassau,Preussen

and so on!

Not having been lucky enough to have traveled abroad or to have had recent immigrants come in to the family from other parts of the World -- I have little experience in maintaining consistency within my database. My main interest is in showing the locations according to the Country where the location exist/existed -- not in trying to fit them in to town/city, county, State, Country. Not only is it in our interest for "nice" reports but also in our sharing with others.

Hopefully someone will be kind and give me more of an idea of how to list this (generally) prior 1800 non-US locations.

There are also other locations. Generally, if a county has a town by the same name, the county name ends in shire.
