I believe there is a group of end users who do beta testing. I think there is
confusion over the term "public". Except for the special case with V5, Legacy
does not issue a public invitation (on this mailing list) for anyone and
everyone to beta test their software. I assume one is privately invited to
become a beta tester, or contacts support privately and offers to become a
beta tester.
