On the Options, Customize Screen the option in the upper left of the data format screen is for the Given Name and Locations below that is the option for Surnames. Right beside both of those options is an apply button that will tell Legacy to make the changes to all entries. Just like a global search and replace but for the proper case on the entires.

Note: You will then have to revisit any special cases where not every word should have been initial Caps. Locations Like Costa del Sol for example will end up Costa Del Sol. Legacy will apply the initial caps rule to every word in the Given Name and Location fields, I've also found that it applies to the Prefix and Suffix fields for the name as well even though they are not mentioned specifically, another area you may have to revisit. Once you have made the global changes it might be better to change the option to leave it the way I enter it and make sure YOU apply the correct Capitalization to entries. If you leave the option turned on Legacy WILL change each field to Initial Caps on every word when you leave the field after editing.

If you elect to also apply the Inti ail Caps rule to surnames as well I think it does know about some of the mixed case names like MacDonald etc and will handle them correctly but I do not remember where I read that. I just checked the Data format help screen and it was not there.

Note that even though Surnames may be stored with Initial Caps there is an option to have them Displayed in all uppercase for ease of reading reports and screens. Alternatively you can have the surname surrounded by slashes if that is your preference.
