It sticks for me.  I set the preferred set and can than look at the other set.
Sometime later, I can go to reports and the preferred set will be used, even
though the "secondary" set was the last viewed.  I'm not sure what you are
doing differently.

Thanks Steve. I think that is exactly what I'm doing.

But my point was that the preferred parents are so-called "set" by the 
same procedure as viewing the parents. We should be able to permanently 
set the preferred set for reports, and have that stick regardless of 
which parents I last viewed as I was working with the file. At least, I 
don't think we can do that.
