That being said, you can do it by generating a separate report for each child as you suggested. And you can have the index work properly. I have done this for a huge set of books I did last year for for my parents and my wife's parents on their 50th anniversaries.

Here's how, using a small family ...

1. With the father, do the Descendant Narrative report with 2 generations (mom, dad and the kids). In the report Options-Footer, set page numbers starting at page 1.

I get the cover page, data on pages 1 to 3, the Contents and then the Name Index on pages 4-5.

2. With the first child of the father, do the Descendant Narrative report with as many generations as you'd like. In report Options-Footer, set page numbers starting at page 7 (previous Name Index last page was 5, page 6 will be this new cover).

I get the cover page, data on pages 7 to 8, the Contents and then the Name Index on pages 9-10.

2. With the next child of the father, do the Descendant Narrative report with as many generations as you'd like. In report Options-Footer, set page numbers starting at page 12 (previous Name Index last page was 10, page 11 will be this new cover).

I get the cover page, data on pages 12 to 16, the Contents and then the Name Index on pages 17-19.

etc ...

In Word, create a Contents page to replace the father's contents page and lay-out the chapters for each child with the unprinted numbers of the various Covers.

It looks like it can't be printed the way I want it using Legacy.  However,
I do like all their reports.  I could print individual Descendant Narrative
report for each child and create my own Table of Contents, but the index
wouldn't work.  Each chapter would have it's own index.....and I've never
seen a book like this one would be:)

Surely there has to be a simpler way using Legacy.....
